In accordance with Announcement No. 79 of 2025 jointly issued by the Ministry of Commerce and the General Administration of Customs of the People's Republic of China, the export licence administration for certain steel products has been officially implemented from January 1, 2026. This marks the reintroduction of steel export licence management after a 16-year suspension since 2009.
The new regulation covers 300 HS codes of steel products, spanning the entire industrial chain from raw materials to finished goods. Exporters of these products must apply for an export licence by submitting a signed export contract and a quality inspection certificate issued by the manufacturer.
1. Extended Delivery Cycles
The licence application process includes several new steps:
E-key application takes approximately 7-10 working days
After online submission, issuing authorities will grant licences within 3 working days upon receiving compliant applications
Overall export efficiency will be affected, potentially extending delivery timelines. We recommend planning your procurement cycles in advance to allow sufficient time for production and shipping arrangements.
2. Increased Compliance Costs
The new policy raises entry barriers for exporters. These additional compliance costs will indirectly affect product pricing. Businesses previously relying on non-compliant export channels will face greater challenges, while legitimate traders must adapt to the new cost structure.
